Assuming a sid grep-dctrl,

grep-aptavail -FDepends debconf -a -! -FDepends '| debconf-2.0' \
-sPackage -n | dd-list --stdin



(Sarge's grep-dctrl would need the apt-cache dumpavail | grep-dctrl start.)

(Could be much faster if dd-list accepted input in the format output by
-sPackage,Maintainer.)
