Is there any Debian-specific reason for avoiding php and MySQL, such
that "it would help" to avoid them when setting up a Debian web
service?
Note that I'm well aware of arguments against using either of php or
MySQL *in general*. I'm wondering why you give this recommendation
that seems to be *specific* to setting up a web service for Debian.

Could it be that most Debian machines already have things like PERL and
Postgres installed/configured and the admin team has only so much time
on their hands?

The only thing Debian-specific here is that DSA is better informed than most
hosting providers about the horrors of php and also less likely to support
it on project machines than a random hosting provider would be.
