How to derive a public key certificate from a private key certificate ?

I am in Microsoft Management Console with the Certificates plug-in.

Hi John,

In MMC right click on certificate and select All Tasks and here select
Export. On first page of Wizard click on Next and make sure that "No, do not
export the private key". Save the file to *.cer file and that's it. Now you
have a public key of the certificate.

Do public keys always/typically have .cer suffix and private keys
always/typically have .pfx suffix?
