Ordinary FrontPage Navigation bars do not use either FP extensions nor
SharePoint services. Custom Navigation Bars require FP2002
extensions, not Sharepoint.
In Tools->Page Options - Authoring Tab, have you checked the boxes:
"Browse Time Web Components"
"Author Time Web Components"
"Navigation"
You may also need to set the Browsers to Custom, and Schema Version to
Internet Explorer 5.0.
If all these are set, then try opening the remote site, and inserting
the Nav Bar directly there.
Otherwise, give a link to the site.
