I've been to get rid of messages stuck in HAT, this post has a similar
problem, but in my instance of stuck messages, stopping the host and
deleting, even with a reboot, didnt work....

What I had to do:

Stop IIS website, recycle application pool which hosts website (this removed
some stuck messages)

Deleted a custom adapter which released messages stuck in an isolated host
process, then added adapter again

That finally cleaned HAT

If you have custom code, it may represent itself as the stuck message


(be sure you are runing the standard SQL agent jobs, you'll right click and
terminate less often)
