I need to know if I can use VS.Studio to connect to an existing
solution on a dev server if I don't have commerce server installed on
my own system?

I don't know if it's absolutely impossible (some people can make anything
work) but it's designed assuming that you'll have Commerce Server installed
on your development workstation. We do all of our work in that type of
environment.
