I am guess that this is because the openssl executable is not in your
C:\ directory. It would certainly be bad practice to put it there.
Your best bet would be to use the Search utility (under the Start
button) to find out where it's installed. If it's not installed, you
can get it from the openssl website. Sorry, I cannot be more specific
as I don't have a Windows PC.

To be honest, I think you need to ask yourself what it is you are
attempting to achieve. Mixmaster along with Quicksilver is designed to
work "out of the box". This is a primary requirement for a system that
is intended to be used by non-professional computer users.
You are trying to push the boundaries of the system to include ancillary
encryption systems such as SSL/TLS and Tor. Whilst this might be a good
thing, the effort to achieve it and the ongoing maintenance of it become
much greater. Do you really have such a powerful need for anonymity
that Mixmaster with QS doesn't meet your requirement? I know it's a
boring-old-fart thing to say, but "if it ain't broke, don't fix it"
