Go into dev studio launch BizTalk explorer, right click "Send Ports" Add
Send Port, Choose "Static Solicit-Response", choose transport type as
"SOAP", fill in the URL for your webservice. Click on "Send" choose
"PassThru" pipeline for the send pipeline and choose "PassThru" for the
receive pipeline. Create the filter as explained in the previous posting.
Make sure you map the document to the document to the SOAP document expected
in the WSDL.
Short answer yes you can create a send port pointed to a webservice.
