Any ideas what the issue is here?

I am getting this error when I build my project in Visual Studio 2003.
Everything was fine until I reinstalled BizTalk Server, then I started
getting this problem.

did you installed BizTalk Development tools successfully?
if you did,
try to repair the Biztalk installation to make sure dev tools is installed
and registered correctly.
