Site server 3.0 is not supported on Windows 2003 Server. There are ways to
get it to install it, but not all features work. (I don't have the list of
what does, but it isn't very long). There is a registry key that needs to be
temporarily changed, and you also need to run the install patch that was
needed for Windows 2000.
