I recently had a computer built that came equipped with Office XP installed.
All of The Office software works except Frontpage. I have version 3.0(don't
know the year). There appears to be some files that made it during the
installation but nothing wich allows me to open FP. Can you tell me how to
open this program. I do not have the installation disc? Thank you.

You have to buy it.
The FrontPage3.0 folder in Program Files is not FrontPage - it is a
subset of applications installed by the operating system used to
assist other Office programs (Word, Publisher etc.) to publish to an
FPextended server on the internet.

FYI - The "real" FrontPage version 3.0 is FrontPage98 - this will not
function nicely on Windows XP Home.
