ATA plus phone or IP phone is normally better than the PC.

Not sure about what you want here. A cisco ATA (pricey) supports 2 VOIP
phones. Most support only a single VOIP phone (but see below). And surely,
if the missus is on the landline, you can't take a second landline call -
period. But you can take an IP call via the ATA.
You may be thinking of some of the "auto-switch between PSTN & VOIP" boxes
that are around. I've not had any experience of these - some other posters
may be able to help.

Usual thing to do is connect a DECT phone to an ATA. Almost wireless phone!
