You missed one step, I think.
Before installing SP2, you need to go through and run
the "SetupDevEdition.exe" in the SP2 unpack directory on
the machine to, essentially, RE-install CS in a developer
mode. Once that is done, your SP2-patched machine (you
still have to patch after this install) will give you a
properly-working installation with VS2003.
