I am getting this error.  I saw the knowledgebase article about this but the
ACTUser has the batch log on rights already.

The ACT Broker and Controller, are not in the COM+ console but in the DCOM
console

Click on start, select Run and type "dcomcnfg" (without the quotes).  Find
the ACT Broker and the ACT Controller.

Well yes and no.  I did find these in dcomcnfg but I'm not sure what was
meant by "reset their identities" in
(http://groups.google.com/groups?hl=...selm=Pj8bCwywBH
A.1988%40cpmsftngxa07).  This does not help me solve this "Provider Load
Failure (0x80041013)" error.

Find the ACT Broker object in DCOMCNFG.

Click on it so it is highlighted, then click the Properties button at the
bottom
One of the tabs in the box that comes up is the Identity tab.  Here you can
re-set the assigned password for the account.

Do the same for the ACT controller object.

YOu re-set the password to the local ACT_User account,

Then you specified the same password for both the ACT Broker and ACT
Controller user identities?  And that did not work?

Yes and no.  I now observe a new set of error messages:

Could not access the project folder. Verify that the ACT User account has
sufficient privileges on the folder.
Could not create the Windows Management locator object.

Please advise.

Is your "My Documents" folder on a network share as opposed to being on
your local machine? A lot of people in domains have this issue, since their
My Documents folder is mapped out to a  network server.

By default, Application Center Test creates its project folder in the My
Documents folder.  If the folder is in a network, it is unable to assign
the necessary access permissions (ACLs to the folder).

To resolve this, you have a couple of options:

1. Move the My Documents Folder locally on to your machine.
2. Create a new Application Center Test project, and when you do so, make
sure it is created somewhere locally on your machine, on a hard drive in
your machine, instead of on a resource mapped to a remote server.

Let me know if this resolves the issue, as I am thinking about writing a KB
article for this issue since more and more people are reporting it.

Is is using my local folder.

Just in case there was an issue with permissions I gave full permissions to
the ACT User but I still observe the following error message:

Could not access the project folder. Verify that the ACT User account has
sufficient privileges on the folder.
Could not create the Windows Management locator object.

In my machine the ACT User, System and Administrators accounts have full
control to the ACT Projects folder.

Make sure the passwords you set in Windows Users and groups, and DCOM for
the ACTUser account were IDENTICAL...
