New minor bugfix release on the road to 1.40...

Fixed the bug where we weren't correctly requiring Danga::Socket 1.44.
Now it won't start up without it.

Fixed another bug where the disconnect check block was in the wrong
place and a client disconnecting in one small window (after a PUT/POST
upload but before the response) could bring down all of Perlbal.  (I hit
this one myself on danga.com after a couple days....)
