I'm having this problem where...

1. Author would submit a page for approval.

2. Editor Declines the page. (In the decline action I am forcing posting.Rel
easeOwnership(true) to set the ownership to everybody since I need any edito
r to be able to go in and edit it.)

3. Immediately afterwards the posting is unlocked which is the desired behav
ior, but on the following day (or some length of time later).... the posting
 somehow gets "locked" and the ownership is set to the editor that declined 
the posting.

4. Author cannot edit the page because the posting is locked by the Editor t
hat declined the posting.

I am also looking into hotfix #822666.

Does anyone know if this is an issue that is fixed in code, or if this is an
 issue that requires the hotfix?
