The "Possible fix" section did the trick for me.

Note that in order to delete the \windows\system32\inetsrv directory, I had to download
 ProcessExplorer from http://www.sysinternals.com so I could close winlogon.
exe's handle to said directory.  Once that was done, I could delete the dire
ctory.  After re
booting, the directory appeared again.  I can only assume it was created by 
another process because I'm sure that I deleted it.  In any event, the newly
 created instance of the folder didn't cause any further problems.

I tried the install again and had complete success.  I've been trying all so
rts of things for about a week to get IIS to install.  Thanks for taking the
 time to share a "Possible" fix that ended up being rock-solid.
