Nope.  Actually, I'd like to move my central CCM blades to H323 at some
point but all my remote offices will stay MGCP.  I'm just testing to
find these kind of problems.

I moved the h323-gateway cmds to the global table and got a little
farther with call setup.  No more "Network out of order".  This really
isn't ideal since I have ACLs and firewalls between there and the CCM
boxes.  I may just punt and find another router to plug into an access
port that's already in the voice VRF.
