I have setup a folder with one pdf file and protected the folder with
username password and it works great.  But, I have another folder with
multiple PDF files.  It seems any username or password works and let's the
wrong people in.

Obvioiusly, I am a novice with this, but have been in IT for 25 years or so.
Please Help Me, before I get fired.

You need to change NTFS permissions on that folder so only the appropriate
users or groups have Read permissions.
