I may have to set up an ftp site for anonymous upload. The files to be
uploaded will be text only. I have been looking for a way to force the
site to allow 7-bit connections only - is this  possible? Or is there
some other way I could enforce text only?

I think this is decided from client end.
so specify ASCII will instruct ftp to transfer in ascii mode
