My goal:
To create a limit on what items can be purchased (or even added) to the
basket.  So for example, I have 2 categories, one of the categories I
limit up to 5 items to be purchased from it.  I want it to check for
this limit in the basket and summary page.

Any ideas on how/what is the best way to achieve it without writing a
lot of custom code?  Can I do something like this with campaigns or the
pipeline or any other existing component of Commerce Server?
