I havent seen this exact problem before but similar ones for some apps.  Pro
bably whats going on is that root probably has some env setting that wsadmin
 doesn't or sudo is not picking up on these settings when you sudo to wpsadm
in.  I would write a sepera
te startup script, source any env settings you may need (do a printenv as ro
ot and wpsadmin and compare the diffs) then call that script via sudo.  That
 should work if its an env setting
