Ver 3.x there is no CRS app redundancy (cold standby only - totally manual).

Ver 4.0 adds a quasi-hot standby for apps and failover.

we want to set up redundancey for our crs app. we added the second ip
address for the other cm in the crs administrator. but when we orignally
installed the crs server, we did not fill in server B info. So someone said
we have to add the server to the cti manager list. but we could not add
