Can I create a new "Ad Campaign" programmatically? Are there any MCS 2002
APIs that I can use?

In this case, I would be having the customer and the campaign crated from
BizDesk, all the Ads in a particular Campaign would be created
programmatically. I also need to plug in the existing Campaign Expression as
well.

For Expressions there is an API (Commerce.ExpressionStore COM object).

Alas, for advertisements there is not.  If you look into the Business Desk
pages, you will see that it used inline SQL statements to update the
Campaigns DB tables.
