Does "Not able to connect" mean that when you try you are immediately
shoved backwards by an invisible force and prevented from hitting the
ENTER key? Just checking, since you don't mention error messages you
might be seeing, if any...

Which would help by name, not by IP.

Yes. it would. So help us by posting error messages. Then go into IE
and add the IP to your intranet zone in your security, and also try:
Control Panel -> Internet Options -> Connections -> LAN Settings ->
Uncheck everything.
