It's possible that a local firewall(windows/norton?) is blocking port TCP
3132. During config, the ruleengine service is called into, even though
it's on the local machine.

Folks,
Having an issue with BTS 2004. O/S environment is Windows Server
2003(fully patched) After successful pre-req install and BTS install,
configuration fails at the following point below from the log file.
Could this be a security issue? Am logged onto the box as an administrator
(inherited permission through a domain admin group).
Any suggestions appreciated!
