    What is the best way to setup a test web site?

Ok, we have our real site out there and now we are doing a entire makeover.
So we want to have a test site that in all reality will become our new site
when complete. So when we build the test site we want all the links to work
and when it comes time to publish over the real site we do not want to have
to do much cleanup work. What is the best route to doing something like
that? Like a mirror or ghost or virtual site? I am forgetting how the best
way to setup the new test site should be done.

If your host supports subwebs create a staging subweb (w/ unique permissions
 to keep users out)
