Hi sshier,

By the looks of it, your MSDTC is not configured properly. There are some
support KB's which specify how MSDTC is configured on Servers running Window
s
2003 & SP1 (http://support.microsoft.com/kb/899191/en-us)

If only the Transactions Resource is giving you problems then using the
Commerce Server Manager you can only delete this resource from site and add
it using the "add resource to existing site" feature from the PUP.
