Attachment: JDO-292.patch

The attached patch, to be applied to jdo/site, supplies a new download page 
and some infrastructure.  It uses a cgi script that is used by other Apache 
projects such as Derby and Ant. I cannot verify that the pages operate corre
ctly until I upload them to
the webserver.  Before I do that, I want to make sure that the content  on t
he pages is what we want.  Please review for content and overall structure. 
The patch contains both the xdocs/*.xml files and the generated docs/*.html 
files.
