Hi Asai,
Here's how I think it works:

1. Flex 2 and the next release of Flash will only create SWFs that run
in the new virtual machine that will ship with Flash Player 8.5.

2. Flash Player 8.5 and later will have TWO virtual machines. One that
runs all the older SWF files and the new virtual machine that runs the
new SWF files. The old SWFs use AS1 or AS 2 and the new ones use AS3.

3. Shortly after Flex 2 ships, Flash 8.5 (or whatever they are going to
call it) will ship - both Flex 2 and Flash 8.5 will use the new document
object model and AS3. You will not be able to use AS2 or AS1 in them.

4. I don't know what Flash 8.5 or Flex 2 will cost. But, Adobe has
announced that the compiler and Flex component framework will be
available free. So in the worst case you could use a text editor and
still develop for AS3. In the best case you would buy Flex 2 builder for
something under $1000 AND Flash 8.5. Adobe's shareholders will also be
happy if you can afford to do that.

5. FMS 2 should be able to work with Flash SWFs published by Flex 1.5
and Flash 8 AND with Flex 2 and Flash 8.5. But I don't know what will
happen as FMS evolves in later versions.

I hope that helps and that I have got the details right.
