Is it possible to have SMP enabled on Debian, and only allocate a
number of the processors.
Our server providor wants to charge 200.00 more per month for more
processing, and says that our machine can be configured to use more
processors.

Here's what a dmesg shows on the procs.

CPU1: Intel P4/Xeon Extended MCE MSRs (12) available
CPU2: Intel P4/Xeon Extended MCE MSRs (12) available
CPU2: Intel P4/Xeon Extended MCE MSRs (12) available

What do you think is meant by "can be configured to use more
processors" more can be added, or more can be allocated towards our
apps? Is that possible? Is it possible that an app can only use an
allocated amount of processors though more are present?

Sure -- it's possible
(I forget the specifics - perhaps CPU SETAFFINITY )
