Another possibility is that the user account that the application is running
as is having problem in impersonation. Try to check and see if the user
account that runs the application (likely your login user, or ASPNET if it's
a web app) has the "Impersonate a client after authentication" right in
Start\Administrative Tools\Local Security Policy\Local Policies\User Rights
Assignment.
