Similar to Mike from Kent Island HS, I am getting the same error, which is:

"FrontPage Run-Time Component Page
You have submitted a form or followed a link to a page that requires a web
server and the FrontPage Server Extensions to function properly.

This form or other FrontPage component will work correctly if you publish
this web to a web server that has the FrontPage Server Extensions installed.
"

I created a form at the bottom of my page
http://www.goapple.com/statistics/index.htm

I have the submit button likned to an email address. When an email address
is put in, I get the above error

Has the forms to email transport been enabled and properly configured on the
host server?

It looks like your page was FTPed to the server.  The page must be
HTTP published to a server running FP extensions.

Yes, I just copied the site ovewr because I couldn't figure out how to HTTP
publish it...

In FrontPage, Open the local web
File->Publish Site
Either Remote Web Site Properties window will open, or the Remote Web
Site window will open
If the remote web site window opens, click    Remote Web Site
Properties,
on Remote Web Site tab:
Select FrontPage or SharePoint Services   radio button
Type in the location in the form http://www.mydomain.com  You must
include the http://  .
Click OK
Log in
Select  Local to Remote
Click Publish
