    Keyboard Generator for Windows 2000?

For several years until last week I used Windows '95
and '98. Both systems were using keyboard files (.kbd)
which had been modified using Janko's Keyboard Generator.

To my horror, I've just discovered that Windows 2000
uses .dll files, not .kbd, so the Keyboard Generator is
unable to modify keyboard layouts. The information online
by the author of the Keyboard Generator (Janko Stamenovic)
is outdated and gives no indication of recent progress on
producing a Keyboard Generator for Windows 2000 and XP.

Basically, I need to re-map my keyboard, so that
characters are re-assigned to different keys, e.g. the 't'
key on the QWERTY keyboard produces the 'e' key in
Russian. I need the keyboard layout in Russian to co-
incide with the English one, i.e. the 't' key should
produce the charater 't' in both English and Russian. If
anyone can advise about the best way of going about this,
I would be most grateful.

You can use a built-in keyboard layout:

Or make your own with the Keyboard Layout Creator:

You can take one that I've already done - just download the
file. It's called Phonetic Layout. Please see Russian Keyboard
section on my site.
