Prepaid Visa cards in my area seem to be sold by banks and AAA
offices. The AAA office will undoubtedly require membership info.
Can one walk into a bank office and buy a prepaid Visa for cash and
not be required to give personal information and/or show ID? Once
obtained are these cards accepted by ISPs for recurring monthly
charges?

It depends on where you are, I hear Europe has all but outlawed
"anonymous" debit cards, but try your local mall. They'll often sell
prepaid VISA/MC debit cards that can even be refilled, for cash, with
nothing but a signature (anyones). ;)

Ccheck the card to make sure it includes the 3 or 4 digit security code on
the back. Some are going to be unusable outside the mall, and this as far
as I can tell is usually the key.

Where I live, I have no malls that sell prepaid Visas. I have checked them
all. I have been buying them online from Ultimate Anonymity (yeah, go
ahead, let the trolling begin) with no problems. I send a money order and
get a Visa card (via email or snail mail) with any name I want embossed on
it and associated with any address I desire and they do have the 3 digit
number on the panel. Each one has worked without a hitch so far.

doesnt matter what the trolls say (and I am sure they will ahve asomething
to say), the cards work and thats all that matters.

Traveler, "allot" is not a word. Neither is "alot". Using these in a
sentence tells any educated person that you're an uneducated dolt.

Just a little food for thought.

Virtual visa cards:

http://www.epassporte.com

http://www.graphcard.com

I have not tested their services so I can't comment on it besides what
they say on their website
