Ram,
The websphere portal CD2 (c528MML.zip) has this wpsinstaller.jar file. Also 
the websphere studio directory should be as simple as c:\WSADv51 with no spa
ces, no dot, no special characters and no big paths such as c:\program files
\.. etc.. for the portal te
st environment to get installed properly;
