AIUI, "S" voids any other dial plan entries, "t" is the
inter-digit timer (indicates time-outs before sending) and
"-" indicates other digits can be dialled, so the first
entry means you can dial "*" and other digits and the
entered string will be sent 4 seconds after the last digit
entry.
