A really bad administrator. There's so many things that can result in this
that I'm not even going to list them. No disk space, wrong file permissions
or simply logging turned off are just the tip of the iceberg. But if you
didn't want it to stop logging then somebody broke into your box and turned
it off to cover up their tracks.
