You could setup FTP to the controller, or use Frontpage or Webdav with
publishing request forwarding.

| Hi, we have some websites which we want to let certain users publish
static
| files (f.e. images, pdf etc.)
| to some folders on the cluster, so that the sys-admin doesnt have to spend
