    Command line SMTP no email address in TO field

I am trying to troubleshoot why we can't send emails out our Windows 2003
SMTP server to email addreses @hotmail.com.  They just sit around in the que
then go to bad mail.  So, I tried send an email from the command line and
they still don't go through to hotmail accounts.  However when I send them t
o
my exchange account the from has what I put in the comand line however the T
O
field is blank and the return-path is correct.  Why isn't the TO field
showing the email address?  I am guessing my problem is becasue I don't have
a smart host set up in my SMTP services.  Can I use my Exchange server for a
Smart Host?  How can I test if the Smart host is working?

You don't need a smart host if your SMTP can directly reach the
destination system.  Check the bad mail for reasons, as well as the
SMTP logs.

Do you have Symantec Anti-Virus on this server and does it look at your
email?  If it does turn it off as this is the reason hotmail is not acceptin
g
your email.  Not sure why Hotmail will not accept email from an SMTP server
that is checking to make sure that it doesn't have any viruses.  But they
don't.
