1) did you register both actions (assign and delegate)?
2) did you run the deployactions.cmd?... if you run this file, did you check
the strong name for three projects (Assign, Delegate, Base Schema)?

I hope that usefull

Yon.

constraints, constraints are getting added) and proceed
inputting from infopath i am getting another error
"SOAP REQUEST FAILED..HTTP RESPONSE:500 INTERNAL SERVER
ERROR..CAN'T FIND ACTION:assign..SUBMIT ASSIGN ISSUE
ACTION FAILED....."

Thanks in advance

Actually I have the same error when I try to run the Infoptah form, but I ha
ve created the constraint into Workflow Managment Console without trouble.

However I'm trying to solve this error, if you know how to do it, please let
 me know.

Note: I have looked into the Infopath form and I have found that the encodin
g="utf-16" does not work properly, and you must set to "utf-8", but it still
 does not work

Thanks in advance
