The first phone goes directly to voicemail, and its not being forward to
voicemail. User can make calls.
Second phone gets forwarded to an outside number (cell phone), and its not
being forwarded to that number, user can make calls.
What could be the problem here?

(1) make sure change notification is working - if you reset the phone
from ccmadmin does it reset?
if not, restart cisco Database Layer Monitor service on the publisher
and try again

Once phone is successfully resetting, then delete the lines from the
system completely and then re-add them with all forwarding destinations.

Otherwise, restart ccm.exe on the node in the cluster that is
processing the call.
