Hello,
You might want to run the tool Filemon (www.sysinternals.com) when the
issue is occurring and then look through the log to see which user account
is being denied access to the files/folder in question. Then give that user
appropriate permissions.
If the above doesn't help, try pinging the ASPNET newsgroup.
