Recently did a dist-upgrade from sarge to etch. Default KDE
installation. Kcontrol and Kinfo are empty. I see there are a couple
bugs, but no solution is given. Any advice appreciated. Thanks.

See; http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=397057

Apparently, it doesn't work for everyone, though. One user found lots of
stuff in lost+found, and copied anything relevant back to ~/.kde/....
which worked for him. Another user has found nothing worked.
