We are chasing a potential issue and need a few more datapoints.  If you
can take a packet capture from the back of your SCCP phone while setting
up a call and check:
1. the DSCP bits on SCCP signaling packets from CM to the phone
2. DSCP bits on SCCP from phone to CM
3. The value of qualifierOut in the StartMediaTransmission sent to the phone
4. DSCP bits on RTP packets leaving the phone

Or, just unicast me the packet capture.

Any SCCP load, any phone model other than Communicator or UPC.
