I am looking for some help! Every wav. file that is sent as an attachment is
'removed by OE' as it is deemed an unsafe attachment. Is there any way I can
enable the downloading of these files?

I have gone into tools, options, security, and then unticked the block
images box and the do not allow attchments box, but this seems to have made
no difference!

Annoying, as my son keeps sending me video clips from his travels, and I
can't view them!
Any tips please??

You might try asking in an Outlook Express newsgroup, as your issue is not
related to the IIS web server.
