Well it has been a bit of time since I last asked for assistance on this
one, so here goes. 
I started working on this in November and it still isn't working all the
way. 

First off I am using a cisco 2611XM (not by my choice) with an E1
controller card. 

network-clock-participate wic 1
controller E1 0/1
framing NO-CRC4
pri-group timeslots 1-31


voice-port 0/1:15
bearer-cap Speech

The Serial interface is configured as follows

interface Serial0/1:15
no ip address
encapsulation hdlc
ip mroute-cache
no logging event link-status
no snmp trap link-status
isdn switch-type primary-net5
isdn overlap-receiving
isdn protocol-emulate network
isdn incoming-voice modem
isdn T310 40000
isdn send-alerting
isdn negotiate-bchan resend-setup
isdn sending-complete
no cdp enable

dial peers are configured as

dial-peer voice 2 pots
destination-pattern 34..
no digit-strip
direct-inward-dial
port 0/1:15
forward-digits all

dial-peer voice 118 voip
destination-pattern 56..
session target ipv4:180.201.200.2


When in this configuration it works for incoming call to dial-peer 2
pots. 
But outgoing, from the pbx on the ISDN E1, is broken. I have changed the
Serial 0/1:15 
back to isdn incoming-voice voice and now it is broken the other way. I
suspect that there is no way to fix this problem. 

Remember that the 2611xm is connected to a NEC NEAX 2000 IVS and the far
end (WAN cloud from Uruguay to Miami) is a CCM 
( so I have no control over the CCM side).

Anybody willing to tell me something that will fix it?
