When I try to access OWA I receive a "HTTP 500 - Internal Server Error"
webpage. I have rebuilt OWA based on instructions in KB280823 and the proble
m
still persists. I have also removed IIS and rebuilt from scratch. I've also
ran a repair install of Exchange 2003 with SP2 and I cannot get OWA to
respond properly.

Turn off HTTP Friendly errors and see what the error is.  You might want to
check in an Exchange group also since OWA is Exchange specific.
