Hi,
How can I have my IOS DHCP Server dish out two numbers of  TFTP Server IP Ad
dresses to my IP Phones - one for the Pub and the other for the Sub.

Just put them one after another

option 150 ip 1.1.1.1 2.2.2.2

Make sure you use the "Array" checkbox if you're using a Microsoft DHCP serv
er.  I'm not sure about Windows 2003 server, but I know this is how it works
 in W2K SVR.
