i'm guessing it depends if it's cisco inline power or aef power. cisco inlin
e power i believe uses unused pairs so it would power up. aef power uses use
d pairs which might be crossed so it might not power up.

that's my guess.

It would depend on the switch type it was connected to.  If the switch
supported auto MDI-X then it would negotiate and connect.  If not, it
would not do anything.
